Pam started the Collaboration & Mediation Program for the League of Minnesota Cities Insurance Trust.
In that role, Pam assists member cities address conflict, increase efficiencies, understand best practices,
and reach sustainable agreements together or with other entities. Pam’s services include facilitation,
process design, training, and mediation. Before joining the League, Pam worked as a litigation attorney
at Iverson Reuvers and specialized in municipal law. Ms. Whitmore received her law degree from the
University of Iowa, College of Law, is a member of the Minnesota Bar and is certified as a Qualified
Neutral. Pam also is a frequent presenter, both in her home state of Minnesota and nationally, on topics
such as boards or councils working collaboratively, best practices for bridging divides arising within local
government and better meeting management skills.
