Protest camps, homeless camps, protests about homeless camps, fire hazards, health hazards, freedom of speech - how can local governments address the conflicting values and interests held by citizens, businesses, residents, homeless persons, and different levels of government? Anila will review various approaches to the problems posed by groups of people occupying public space to the exclusion of others. Are there demonstrably more successful or less successful approaches? Does litigation help or hinder? What happens when different branches of local government disagree on the problems and potential solutions? What happens when a local government’s approach is inconsistent with that of the police and fire authorities? Anila will not provide a “one size fits all” solution, but the session will assist local government risk managers and department heads to learn from others’ experiences, to ask the right questions, and to consider all facets of the problem before committing to a course of action.
